Be it enacted by the General Assembly of Virginia:

1.  § 1. The staff of the House Appropriations Committee shall, on July 1, 2008, or as soon thereafter as practicable, and on or before July 1 every year thereafter, report to the members of the House of Delegates the total number of new positions authorized in appropriations acts enacted by the General Assembly session concluded that year. The report for 2009 and each second year thereafter shall include a cumulative total for a two-year period.
