Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 23-9.4:1 as follows:

§ 23-9.4:1. Sexual violence prevention at public institutions of higher education.

From such funds as are appropriated for such purpose, the Council shall establish a full-time equivalent position to promote sexual violence prevention on campuses and compile an annual report on incidents, prevalence, policy, prevention education and areas for improvement. The Council shall assist in the establishment of a statewide policy to address sexual harassment; sexual violence; inappropriate sexual relations between higher education faculty students, and staff; and require sexual violence prevention programs that provide strategies beyond risk reduction for all students.
