Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 15.2-2288.4 as follows:

§ 15.2-2288.4.  Occupancy limit in single-family residences.

Localities shall regulate the number of persons permitted to occupy a single-family residential dwelling unit. Localities shall limit such occupancy to no more than four unrelated persons or, if a dwelling is occupied by a family, no more than two additional unrelated persons.  Such restrictions shall apply only to the extent that they do not violate any applicable state or federal fair housing laws.
