Be it enacted by the General Assembly of Virginia:

1.  § 1. Notwithstanding the provisions of § 32.1-102.3 of the Code of Virginia, any existing outpatient cardiac hospitals located in the City of Richmond that are engaged in the early identification, diagnosis, and treatment of heart disease using noninvasive screening and outpatient coronary arteriography shall be exempted from the requirement of obtaining a certificate of public need for the addition of a computer tomography (CT) scanner for cardiac imaging and diagnosis.
