This is a positive bill that will relieve some of the fiscal stress on localities with larger numbers of students with limited English proficiency.
I think every locality can cite some kind of fiscal stress. You want fiscal stress. This one will put $1.1B/yr fiscal stress on the state coffers. Try something with less stress.
