I feel that anything that could distract a driver from his or her full undivided attention should fall under reckless driving, so maybe they can write that part under VA law and amend it to the current reckless driver laws. I know I was hit head on by a drunk driver on 9-11-02 and I want to know that the person in front of me is 100% alert to the roads.

UNBELIEVABLE WASTE OF TAXPAYER TIME. As it stands, the police can write you a ticket for being distracted, why bother with this??
