Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 66-10.2 as follows:

§ 66-10.2. Board to establish regulations regarding smoke detectors, other fire detection and suppression systems and noncombustible construction in certain newly constructed juvenile care facilities.

The Board shall promulgate regulations pursuant to the Administrative Process Act (§ 2.2-4000 et seq.) establishing standards for (i) requiring smoke detectors, (ii) such other fire detection and suppression systems, and (iii) noncombustible construction materials in newly constructed juvenile care facilities as deemed necessary by the Board to increase the safety of juveniles in local and regional detention homes, group homes, and other residential care facilities for juveniles that are operated by or under the authority of the Department of Juvenile Justice.
