Be it enacted by the General Assembly of Virginia:

1.  § 1. Notwithstanding any provisions to the contrary, no state funds shall be used to pay for any service for the (i) cellular telephone, pager, or comparable portable communication device or (ii) cable television of any person unless the service is provided to such person for use in performance of an official or contractual obligation or task.
