Description
Secondary highway system improvements. Provides that secondary highway system improvements to existing highways need not be subject to the same design and engineering standards that would apply if the project involved new construction. The bill also provides that the Commonwealth, its agencies, instrumentalities, departments, officers, and employees acting within the scope of their duties and authority will be immune for damages by reason of actions taken in conformity with the provisions of the bill.
