Be it enacted by the General Assembly of Virginia:

1.  § 1. The Department of Transportation, by regulation, shall allow communications providers deploying fiber optic facilities to overlash fiber optic facilities onto existing aerial copper facilities. Vertical clearances for all such overhead installations within nonlimited-access rights-of-way shall be in compliance with standards specified in the National Electric Safety Code.
