Be it enacted by the General Assembly of Virginia:

1.  § 1. The Department of Transportation, by regulation, shall allow providers of communications services to place and maintain lateral customer service drop facilities necessary to provide communications services to an individual customer location. Any such regulation shall further allow providers of communications services to place customer service drop cables of a physical size that does not exceed three inches in diameter parallel within highway rights-of-way for a distance of no more than 1,000 feet.
