Standards of Quality and Standards of Learning; academic excellence of all students.  Requests the Board of Education to recommend changes to the Standards of Quality and the Standards of Learning to transition from minimum competency requirements to standards that require academic excellence of all students. The Board of Education must submit its report to the 2009 Regular Session of the General Assembly.

This seems to be an attempt to raise the standandards of learning of our students to international standards. Why shouldn't our children have the same good education that other childrne have?
