Consolidating certain departments; report. Requests the Governor to analyze and determine the most appropriate methods and timeline for consolidating the Department for the Blind and Vision Impaired, the Department for the Deaf and Hard of Hearing, and the Department of Rehabilitative Services into a single department that will result in an enhancement of services and provides that any monetary savings realized from the consolidation of the agencies be deposited in the Transportation Trust Fund established pursuant to 33.1-23.03:1.
