Description

Commission on Electric Utility Regulation; Re-regulation Oversight Commission. Continues the Commission on Electric Utility Restructuring as the Re-regulation Oversight Commission and extends its scheduled expiration from July 1, 2008, until July 1, 2010. The Electric Utility Restructuring Act is renamed the Electric Utility Re-regulation Act, and provisions of the Act that address the transition to retail competition are revised to address provisions of 2007 legislation that curtailed many aspects of the scheduled re-regulation of electric generation services. Amends § 30-201 (“(Expires July 1, 2012) Commission on Electric Utility Restructuring continued as Commission on Electric Utility Regulation; purpose.”), § 30-202 (“(Expires July 1, 2012) Membership; terms.”), § 30-205 (“(Expires July 1, 2012) Powers and duties of the Commission.”), § 30-209 (“Sunset.”), § 56-576 (“Definitions.”), § 56-579 (“Regional transmission entities.”), § 56-582 (“Rate caps.”), § 56-592 (“Consumer education and marketing practices.”), § 56-593 (“Retail customers\u2019 private right of action; marketing practices.”), § 56-596 (“Consideration of economic development; report.”), § 58.1-3814 (“Water or heat, light and power companies.”), § 67-101 (“Energy objectives.”), § 67-202 (“Schedule.”), of the Code of Virginia.
