Office of Commonwealth Preparedness and the Department of Criminal Justice Services; gang prevention.  Directs the Office of Commonwealth Preparedness to work with localities and other state agencies in identifying links between terrorism and gang-related activities and to coordinate with the Department of Criminal Justice Services to obtain federal grants related to gang prevention programs.
