Summary

Virginia Public Procurement Act; exemption for certain transactions.  Exempts from the Virginia Public Procurement Act the procurement by state agencies of staff augmentation and consulting services to supplement salaried and wage employees. The bill also exempts these transactions from the prequalification provisions of the Act. In addition, the bill provides for the Department of Human Resource Management to develop, in consultation with the Department of General Services and the Virginia Information Technologies Agency, guidelines for the procurement of staff augmentation and consulting services by state agencies.
