Summary

Alternative fuels; net emissions increase.  Provides that no permit modifications, trial burns, or other demonstrations are required if the owner of an industrial burner chooses to replace residual oil with processed animal fat, processed vegetable oil, or distillate oil. The Air Pollution Control Board is also required to adopt regulations that: (i) define "net emissions increase" under the minor new source review program as it is currently defined under the major new source review program and (ii) ensure that the calculation of a net emissions increase under the minor new source review program does not include fugitive emissions from any source in a category that is not required to include fugitive emissions in determining whether the source would be a major stationary source.
