Economic Development Authority of the City of Chesapeake.  Allows the city to increase the size of the authority's board of directors from seven to nine members. Amends § 15.2-4904 (“Directors; qualifications; terms; vacancies; compensation and expenses; quorum; records; certification and distribution of report concerning bond issuance.”), of the Code of Virginia.
