Description

Constitutional amendment (first resolution); restoration of civil rights. Provides that the Governor shall restore the civil rights of any person convicted of a felony who has completed his sentence and any modification of sentence, including probation, parole, and suspension of sentence, and has paid in full any restitution, fines, costs, and fees assessed against the person as a result of a felony conviction.
