I THINK THIS BILL IS GREAT, BUT I THINK IT SHOULD ALSO INCLUDE ALCOHOL. THERE ARE SO MANY DUI CHARGES IF ALCOHOLIC'S COULD GET TREATMENT FOR IT THERE MAY NOT BE SO MANY REPEATED DUI'S. I FEEL ALCOHOL IS ADDICTION AND IS ALSO A HIGH RATED CRIME IN TAZEWELL COUNTY
