Concealed handgun permits; handgun competence demonstration. Provides that the completion of a firearms training or safety course conducted by a state-certified or National Rifle Association-certified firearms instructor may be done electronically or on-line. This bill is misnamed. If this bill passes, it will weaken requirements for oversight over "competence" by allowing a one hour online course to satisfy the requirement for competence before a permit is issued to carry a concealed weapon. You will not even have to own a handgun to qualify to carry it secretly in public... much less know how to shoot...or even see!
