A BILL to amend the Code of Virginia by adding a section numbered 23-9.2:12, relating to the distribution of capital and operating funds to the public institutions of higher education in the Commonwealth.

Be it enacted by the General Assembly of Virginia:

1.  That the Code of Virginia is amended by adding a section numbered 23-9.2:12 as follows:

§23-9.2:12. Distribution of capital and operating funds.

Notwithstanding any other provision of law, funds allocated for capital and operating expenses in the general appropriation act to the public institutions of higher education in the Commonwealth shall be distributed based upon the total number of Virginia domiciles enrolled in the undergraduate programs at each institution in the previous biennium.
