Be it enacted by the General Assembly of Virginia:

1. That the second enactment of Chapter 18 of the Acts of Assembly of 2009 is amended and reenacted as follows:

That the regulation that establishes local program criteria and delegation procedures and the water quality and water quantity criteria, and that is referenced in subsections A and B of ? 10.1-603.3 of this act, shall ~~not~~ become effective ~~prior to July 1, 2010~~ not later than September 1, 2011. The Virginia Soil and Water Conservation Board shall conform the regulation to be consistent with this effective date.
