I didn't realize that cig butts were considered litter.
If cigarette butts aren't litter... then what are they? I frequently walk around my college campus (Virginia Tech) and I am appalled at the amount of cigarette butts that are on the ground. Though the university makes great efforts to prevent this litter from accumulating, there is a vast shortage of enforcement to penalize these individuals who refuse to put their cigarette butts in the trash.
Just being facetious, Renee. But apparently a lot of smokers truly don't consider them trash. Maybe now they will. Why weren't they considered trash/littering before? How are they any different from gum, gum wrappers, and other small particles of trash?
