I think is a good bill, in that currently if a business or homeowner needs to do new construction and doesn't have the space on his/her personal property to dispose of the old material this will allow for a temporary means of improving on their property. Currently, it's against the law to place a dumpsters on the roadway, even for a day to dispose of construction material. Washington, DC and other area allow it, why not VA.
