Bill failed. Good. Some measure of safety for vulnerable people maintained.
I am so sorry this bill has failed. Many people have assault charges for cat fights, etc. . . and now are friends. Its sad that an unfortunate disagreement or fight can result in a lifelong punishment. Cruel and Unusual!!!!
