Be it enacted by the General Assembly of Virginia:

1. That the Code of Virginia is amended by adding a section numbered 56-446.2 as follows:

§ 56-446.2. Fares imposed and collected for travel on the Virginia Railway Express.

In establishing the fares to be imposed and collected for travel on the Virginia Railway Express, the Potomac-Rappahannock Transportation Commission may establish higher fares for travelers who are not residents of localities that are not embraced by the Potomac-Rappahannock Transportation District than the fares for travelers who are residents of a locality embraced by the District.
