Appears to short circuit planning board review of Comp Plan amendments thereby limiting public participation.
I don't think it does, exactly. In the bill text, in addition to the quote below, failure of the PC to act is mentioned.
"... If the governing body desires an amendment, it may prepare such amendment and refer it to the local planning commission for public hearing or direct the local planning commission to prepare an amendment and submit it to public hearing...."
