Consent to parental placement adoption; out of state placements. Allows a birth parent who is located in the Commonwealth to waive his right to consent to the adoption of his child pursuant to the laws of the Commonwealth and elect to exercise consent pursuant to the laws of the receiving state.   View Full Text »
