Description
Open enrollment policies; local school divisions. Requires that by August 1, 2010, local school divisions must have policies that provide for the open enrollment to any school of any pupil residing within the school division upon the request of a parent or guardian and pursuant to certain conditions. Also, requires local school divisions with fewer than 50,000 students to have policies that provide for the open enrollment to any school of pupils residing in adjoining school divisions with fewer than 50,000 students upon the request of a parent or guardian and pursuant to certain conditions. "D. No pupil shall be charged tuition for attending any school other than his assigned school under the provisions of this section."
This provision will cause parents to move to the low tax counties and send their children to the high expenditure cities further stressing the over-stressed urban centers. Not only should the receiving school division charge tuition, the law should be changed allowing the receiving divisions to additionaly charge the Capital & Debt costs associated with non-resident children.
