This idea is a positive step to rehabilitate instead of incarcerating juveniles. Sending a juvenile to the Department of Juvenile Justice because he took someone's $200 bicycle is a travesty. The juvenile justice system houses many violent youth and gang members. A nonviolent offender should not be introduced to the violent lifestyles of the violent offenders.
