Be it enacted by the General Assembly of Virginia:

1. § 1. That the State Library Board, pursuant to its authority under § 42.1-82 of the Code of Virginia, shall adopt regulations increasing the minimum mandatory period for the retention of certificates of occupancy to 15 years.
