WHEREAS, Paul Randolph McNeer, M.D., a dedicated and admired ophthalmologist, died on February 8, 2010; and

WHEREAS, Paul McNeer was the loving son of the late Reverend Asbury Augustus McNeer and Gertrude Sampson McNeer; and

WHEREAS, a graduate of Culpeper High School, Paul McNeer received a bachelor?s degree with honors from Randolph-Macon College and a medical degree from the Medical College of Virginia; and

WHEREAS, Dr. McNeer completed an internship at Petersburg General Hospital, fulfilled his military obligation with the Public Health Service, served his ophthalmology residency at the University of Tennessee in Memphis, and completed a retina fellowship at St. Jude Hospital; and

WHEREAS, in 1970 Dr. McNeer came to Richmond and established his ophthalmology practice, where he continued to work until his death; and

WHEREAS, known for his kind manner and outstanding skill and expertise, Dr. McNeer cared for thousands of patients during his long and successful career; and

WHEREAS, a leader in the medical community, Dr. McNeer was a member of the Richmond Academy of Medicine, the Virginia Society of Ophthalmology, and the American Board of Ophthalmology; and

WHEREAS, Dr. McNeer also generously gave of his time and talents in the community as a former basketball coach at St. Catherine?s Middle School; he was a referee for basketball and volleyball in the Virginia High School League at the time of his death; and

WHEREAS, Dr. McNeer was a member of the Country Club of Virginia, the Princess Anne Country Club, The Commonwealth Club, Reveille United Methodist Church, and the Navy League and was an avid history buff and golfer; and

WHEREAS, Paul McNeer will be fondly remembered for his kind and generous nature and will be greatly missed by his devoted wife of 42 years, Judy Stegall McNeer; his children, John Randolph McNeer, Robert Reynolds McNeer, and Mary Elizabeth McNeer McGrath, and their families; and numerous other family members, friends, and patients; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly note with great sadness the loss of a dedicated and admired ophthalmologist and outstanding Virginian, Paul Randolph McNeer, M.D.; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family of Paul Randolph McNeer, M.D., as an expression of the General Assembly?s respect for his memory.
