HJ353: Commending Millard D. Stith, Jr.

WHEREAS, Millard D. Stith, Jr., an exemplary deputy administrator for Chesterfield County, will retire on April 1, 2010, after 26 years of outstanding service to his fellow citizens and his community; and
WHEREAS, Millard "Pete" Stith, Jr., earned a bachelor's degree in political science and public administration from Norfolk State University and attended law school at The College of William & Mary; he served his country in the United States Marines for five years and was awarded the American Spirit of Honor medal; and
WHEREAS, Pete Stith joined Chesterfield County in 1984, first as executive assistant to the county administrator for intergovernmental affairs and then for five years as director of the Parks and Recreation Department; and
WHEREAS, during his tenure as director, Pete Stith was instrumental in Chesterfield County's acquisition and development of Eppington Plantation and Henricus Historical Park as well as the construction by the United States Navy Seabees of the county's first community center in Bensley Park; and
WHEREAS, Pete Stith became deputy county administrator in 1992, overseeing the departments of building inspection, community development, environmental engineering, planning, utilities, and transportation and the office of the community development block grants; and
WHEREAS, among his many accomplishments, Pete Stith helped create Chesterfield County's Black History Month program in partnership with Virginia State University, which awarded him an honorary doctoral degree in 2006 for his many accomplishments; and
WHEREAS, Pete Stith has been appointed to many boards and commissions by Virginia governors, including the Board of Visitors of Virginia State University in 1995, and he served as rector of the university in 1996 - 1997; and
WHEREAS, committed to giving back to the community, Pete Stith generously volunteers his time and expertise to many civic organizations, including as a member of Leadership Metro Richmond, the Virginia Board of Veterinary Medicine, the North Carolina State University Board of Regents, Midlothian Rotary, and the Chesterfield Business Council, and as a life member of the NAACP; and
WHEREAS, throughout his career with Chesterfield County, Pete Stith has been the recipient of numerous awards and citations for his professionalism and his contributions to the community; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend Millard D. Stith, Jr., on his 26 years of excellent leadership as a deputy administrator for Chesterfield County; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to Millard D. Stith, Jr., as an expression of the General Assembly?s gratitude for his many achievements and best wishes for success in all his future endeavors.
