WHEREAS, Carolyn Simpson Gay, a resident of Buena Vista, entered into her eternal home on December 9, 2009; and
WHEREAS, the daughter of Denver Lee and Eunice Dalton Simpson, Carolyn Simpson Gay was born on November 9, 1941, in Sycamore, Virginia, and proudly resided in the Commonwealth for all the years of her life; and
WHEREAS, Carolyn Simpson Gay attended Radford College, now Radford University; and
WHEREAS, Carolyn Simpson Gay actively promoted causes and community efforts in which she placed full faith and confidence; her abilities were readily apparent to those with whom she served such that she was often asked to assume leadership roles in civic organizations; and
WHEREAS, Carolyn Simpson Gay participated in many civic groups; she was a founding member of the Buena Vista Jaycettes and was a member of the Buena Vista Junior Women?s Club and the Buena Vista Women?s Club; and
WHEREAS, Carolyn Simpson Gay provided years of service on behalf of the Rockbridge Area Occupational Center, including service as chairman of the board; and
WHEREAS, Carolyn Simpson Gay served the Buena Vista Rescue Squad faithfully and diligently for many years and in various capacities, including that of driver; in recognition of her years of service, members of the Buena Vista Rescue Squad named her an honorary member; and
WHEREAS, Carolyn Simpson Gay participated in the political life of her community, state, and nation as an active member of the Republican Party; and
WHEREAS, the Buena Vista City Council appointed Carolyn Simpson Gay to fill an unexpired term in 1983; she held a seat on the Council from her appointment on January 27, 1983, until April 26, 1984; and
WHEREAS, appointed to the Electoral Board for the City of Buena Vista, Carolyn Simpson Gay served as chairman beginning on March 1, 1986; she was appointed secretary on March 4, 1994, and continued in that position until the time of her death; and
WHEREAS, Carolyn Simpson Gay was preceded in death by two brothers, Coy Wayne Simpson and Grady Ray Simpson, and her parents, Denver and Eunice Simpson; and
WHEREAS, Carolyn Simpson Gay leaves her husband of 44 years, Robert ?Bob? D. Gay; special friends J.D. and Sarah Dickinson; and many other family members, friends, and neighbors who mourn her passing; and
WHEREAS, a life dedicated to serving family, friends, and community while advocating for principles held dear, as did Carolyn Simpson Gay, should be celebrated; now, therefore, be it
RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly hereby note the passing of Carolyn Simpson Gay; and, be it
RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the family and friends of Carolyn Simpson Gay as an expression of the high regard in which her memory is held by the members of the General Assembly and the citizens of Virginia.

WHEREAS, appointed to the Electoral Board for the City of Buena Vista, Carolyn Simpson Gay served as chairman beginning on March 1, 1986; and
WHEREAS, Carolyn Simpson Gay was further appointed secretary of the Electoral Board for the City of Buena Vista on March 4, 1994; and
WHEREAS, Carolyn Simpson Gay continued as the Electoral Board secretary for the City of Buena Vista until the time of her death; and
WHEREAS, Carolyn Simpson Gay was preceded in death by two brothers, Coy Wayne Simpson and Grady Ray Simpson, and her parents, Denver and Eunice Simpson; and
