WHEREAS, the Washington Metropolitan Chapter Community Associations Institute announced that the Belle View Condominium Community located in Alexandria won the 2009 Best Community of the Year and Green Association of the Year; and

WHEREAS, the Belle View Condominium Community was awarded the 2009 Community of the Year Award in part due to its successful handling of, and recovery from, the devastating Hurricane Isabel in 2003; and

WHEREAS, Belle View Condominium Community?s excellent financial health and high property values, openness of the budget process, emergency procedure manual, dispute resolution, close ties with the local police, and communication tools were all factors in the community?s receipt of the award; and

WHEREAS, the Belle View Condominium Community provides a range of activities for its residents, including the Spring and Fall Yard Sales, the Halloween Party, Movie Night at the Pool, the Tree Lighting Party, and the Doggie Dip; and

WHEREAS, the Belle View Condominium Community also takes great pride in its efforts to protect the environment, including changing roof colors for replacement roofs; a recycling program; sediment control and improved drainage; plant diversity and native plants; replacement of PVC piping where necessary; the addition of CFA lights in basements, hallways, and crawl spaces; and the multiyear asbestos removal program; and

WHEREAS, the Belle View Condominium Community is a 980-unit garden style condominium community that rests on over 50 acres of mature trees near two tidal creeks connected to the Potomac River one mile south of Old Town Alexandria; and

WHEREAS, converted to condominiums in the 1980s, the Belle View Condominium Community includes one, two, and three bedroom units that provide homes to a diverse population; now, therefore, be it

RESOLVED by the House of Delegates, the Senate concurring, That the General Assembly commend the Belle View Condominium Community on its recognition as the 2009 Best Community of the Year and the 2009 Green Association of the Year; and, be it

RESOLVED FURTHER, That the Clerk of the House of Delegates prepare a copy of this resolution for presentation to the Belle View Condominium Community as an expression of the General Assembly?s congratulations and admiration for the community?s dedication to providing its residents with a well-managed and environmentally friendly community in which to live.
