Description

Energy efficiency programs; rate recovery options for utilities.  Eliminates the ability of an investor-owned utility to recover revenue reductions that result from implementation of energy efficiency programs. The bill also requires the Commission to only approve such a petition for a rate increase if it finds that the energy efficiency program will result in a net cost savings to customers after a reasonable period of time and the program is in the public interest.   View Full Text »
