Virginia School for the Deaf and the Blind; eligibility.  Allows children from birth through age 21 to be eligible for the services of the Virginia School for the Deaf and the Blind. Currently, children from ages 2 to 21 are eligible. Amends § 22.1-348 (“Persons eligible; fees; educational programs to be provided; admissions procedures.”), of the Code of Virginia.
