Voluntary contributions of tax refunds; Virginia Capitol Foundation. Adds the Virginia Capitol Foundation to the list of organizations that may receive contributions of taxpayer refunds. The Foundation will be added to the bottom of the list of other organizations waiting to appear on the income tax return.
