WHEREAS, Barbara O. Carraway was honored as the 2009 Woman of the Year by the Women?s Division of the Hampton Roads Chamber of Commerce; and

WHEREAS, Barbara Carraway, the dedicated and hardworking city treasurer of Chesapeake, oversees the collection of personal property and real estate taxes and other fees for the city; and

WHEREAS, a graduate of Great Bridge High School, Barbara Carraway received a bachelor?s degree from Old Dominion College (now University); she became a certified public accountant in 1986 and is also certified as a master governmental treasurer; and

WHEREAS, a natural leader, Barbara Carraway has served in various roles with the Treasurers? Association of Virginia, as past president and treasurer and current board member of the Hampton Roads Association for Financial Professionals, and as a member of the Virginia Government Finance Officers? Association and the American Institute of Certified Public Accountants; and

WHEREAS, Barbara Carraway was appointed to the State Council of Local Debt in 1994, Secretary of the Commonwealth?s Advisory Committee in 1998, State Treasurer?s SNAP RFP Committee in 1999 and 2004, and Board of the Virginia Public Building Authority in 1999, where her expertise and experience were valuable to the Commonwealth; and

WHEREAS, Barbara Carraway has generously given of her time and talents in the community, including as past chair and treasurer for the Chesapeake Health Investment Program, as chair of the Tidewater Community College Accounting Advisory Board, as chair of the Chesapeake City Symbol Committee, and as fundraiser chair for the Virginia Federation of Republican Women; and

WHEREAS, Barbara Carraway has also participated in the Chesapeake March of Dimes walk-a-thon since 1992, volunteered at Sentara Village Assisted Living Facility for the past 12 years, and participated in the Lunch Buddy Program at G.W. Carver Intermediate School; and

WHEREAS, Barbara Carraway has received many awards and accolades over the years, including the 1995 Treasurer of the Year, 2002 Community Service Award, and 2008 Jefferson Award of Excellence from the Treasurers? Association of Virginia; she also received the 2009 Marian P. Whitehurst Women in Leadership Award from the Hampton Roads Chamber of Commerce; now, therefore, be it

RESOLVED by the Senate, the House of Delegates concurring, That the General Assembly commend Barbara O. Carraway on her selection as the 2009 Woman of the Year by the Women?s Division of the Hampton Roads Chamber of Commerce; and, be it

RESOLVED FURTHER, That the Clerk of the Senate prepare a copy of this resolution for presentation to Barbara O. Carraway as an expression of the General Assembly?s gratitude for her exemplary leadership and contributions to Chesapeake and the Commonwealth.
