Description
Scrap metal processors. Requires scrap metal processors to make and retain a photograph of nonferrous scrap, metal articles, and proprietary articles received from the seller. The measure also requires, in transactions where the seller is not an authorized scrap metal seller or his authorized agent or employee, that scrap metal processors (i) withhold payment for any sale of such items for five business days and (ii) not pay cash to the seller of such items if the cost of the items exceeds $100.
