Memorializing the Congress of the United States to call an amendments convention.  Expresses the sense of the General Assembly that the Congress of the United States call an amendments convention pursuant to Article V of the United States Constitution for the purpose of proposing a constitutional amendment providing that an increase in the federal debt requires approval from a majority of the legislatures of the separate states.
