Description
Virginia Public Procurement Act; use of best value contracting by localities. Authorizes the use of best value contracting by localities as an alternative to competitive bidding. The bill defines best value contracting as a procurement process where the lowest responsible bidder may be selected on the basis of objective criteria with the resulting selection representing the best combination of price and qualifications.
