Freedom of Information Act; transfer of records.  Clarifies that the Library of Virginia is the custodian of records transferred to it for permanent archiving pursuant to the duties imposed by the Virginia Public Records Act ( 42.1-76 et seq.) and for responding to requests for such records made under FOIA.
