Comments
I have repeatedly asked for the identification of the entity or person who submitted HB120 to Sen. McDougle and Del. Hodges for submission without a response. This Bill was not produced with public involvement. In addition, the Tappahannock-Essex County Airport Authority had no prior knowledge of it, therefore did not develop it. The town attorney, Mr. Lewis, also stated the Town of Tappahannock had no involvement in the execution of it either. An amendment to this Bill stating that only citizens of Essex County be appointed to serve. This request was not acted upon. Consequently, the Bill has no merit and should be tabled or withdrawn until issues are publicly addressed. The Town of Tappahannock, in essence agreed on partial funding of the new airport in 1988, which helped to push the decision forward. It is backing out of a contractual agreement with the Essex County citizens and placing a larger burden of funding on them with this Bill.
