Description

Cash proffers; profferor shall not waive rights against locality.  Prohibits any locality from accepting certain proffers purporting to contain a waiver of legal rights against the locality. The bill deems any such waiver in an enacted proffer void and severable and protects any rezoning from challenge on the basis of a profferor's alleged violation of such a waiver provision.
