This is truly a stupid bill.
I'm not understanding the need for this. Who decides what is "annoying"? Montana has the right idea. Their Legistlature only convenes for six weeks, every two years. Stuff like this just never happens. They don't have a sales tax, either, as there is little chance for money to be spent on bills like this. I'm just not understanding the need.

About what? Strange bills or keeping Government so small that trivial notions don't have time to get off the ground to become major ones? Who's going to pay for the Police to respond to a Citizen's complaint that the kid next door has Prince or Fifty Cent on his cell phone ring tone and not Fred Astaire? Who's opinion decides what is annoying and what is acceptible?
If someone's cell ring tone is a sting of obscenities, then whatever local statutes against profanity are would already be in force. The proposed statute says "annoy" and not "offend". So, it's too broad a brush to paint with and will serve only the lawyers, at best, when they are paid defend their client who had a Partidge Family ring tone, ...which ~I~ would find annoying and most likely press charges over, if I were allowed. :) Ric
