Recognizing the African American members elected to the Virginia General Assembly during Reconstruction.  Recognizes and celebrates the outstanding service of the African American men elected to the Virginia General Assembly during Reconstruction, on the occasion of the Sesquicentennial of the Emancipation Proclamation on January 1, 2013.
