Description

Opportunities for work and career and technical education; child support.  Requires the Department to withhold child support payments out of moneys paid to prisoners who maintain a job within the Department. Child support payments owed will also be withheld from any inmate trust account established for the prisoner. Amends § 53.1-41, § 53.1-43.1, of the Code of Virginia. View Full Text »

how do you reconcile this Bill with Current Va Code? § 19.2-354. Authority of court to order payment of fine, costs, forfeitures, penalties or restitution in installments or upon other terms and conditions; community work in lieu of payment.
§ 53.1-60 ...disposition of wages; support of certain dependents; penalties for violations.
§ 19.2-305.1. Restitution for property damage or loss; community service. § 60.2-219. Services not included in term "employment."

Under Title IV -D the SSA's Federal Child Support Enforcement Rules for states - the definition of employment specifically states there are EXEMPT Professions, namely Laborers, whereas those who carry Professional Licensing (realtors, lawyers, doctors) MUST submit to Wage Garnishments. Seems lots of greedy people leading affluent lives are looking for somebody else's back to skim off of...those already less fortunate.
