THIS IS OBVIOUSLY COMMON SENSE legislation! but perhaps the reporting window should be 48 hours?

Reporting an automobile accident to DMV is required. This is common sense public policy.

Reporting suspicion of abuse or neglect of elders, or children, to Social Services is required. This common sense public policy, and a measure of a morally sound society.

Requiring the reporting of loss of a dangerous weapon is both common sense public policy, and a measure of a morally sound society.
